I have the honour to refer to my latter to the Commander-in- Chief, Hongkong, copied to Your Exeallaidy as despatch No.2 of lat Novaber, in paragraph 6 of which reference was made to General Chang Fa-Kwai having resei ved instructions from Chuangking that British ships were not permitted to enter China parts without apeniel muthority having bom obtained.
