I have the honour to refer to my latter to the Commander-in- Chief, Hongkong, copied to Your Exeallaidy as despatch No.2 of lat Novaber, in paragraph 6 of which reference was made to General Chang Fa-Kwai having resei ved instructions from Chuangking that British ships were not permitted to enter China parts without apeniel muthority having bom obtained.

in this cansation I meloss a translation of a letter of 9th October received by Colonel Hooper from General Chang. I have queried with Second Yar Area Hondquarters shy they Interpret "government authorities* {\ #)) as mouning Central dowerment and net Provincial Government authorities, but they state there is no doubt that such is the seming of their instructions » Until these instruo *** tions are reminded, or a blanket authority for a fixed number af British chips per month to enter South China porte is obtained, vary considerable delays must scour as previous experimee shows that it requires some two weekce for the provincial mathorities to receive replies from Chungking-
