Para one. Owing to shortage of supplies and accomodation we are encouraging the return only (rpt only) of those Chinese nationals who are essential to the

rehabilitation of the colony. It is hoped that once SACSEA supplies commence to arrive in larger quantities we will be able to permit uninterrupted movement.

temporarily discouraged.
