My telegram No. 1553.

Air Ministry feel that indignity to which R.A.F. personnel were subjected through placing of armed guard (including Japanese) over aircraft and crew during detention should not be allowed to pass unnoticed.

2. It is of course possible that local conditions in Hainan Island and other circumstances of which we have not been informed may mitigate offensive character of action of local Chinese Commander. Subject to any information you may have on t is point, and provided you see no other objection, I should be glad if you would make suitable representations to Chinese Government. Opportunity might also be taken to point out discrimination involved in fact that, according to Captain's report, American flying boat was able to arrive and leave at will during Sunderland's detention at Samar.

O.T.P.
