Chinese Consulate-Generals in Hong Kong.

TWO

With end of Far East war, Foreign Office and Colonial Office agree desirability of reopening American Consulate as soon as possible.

THREE Foreign Office represent that it is in our interests

also to establish Chinese Consulate at same time, as delay Lay reflect unfavourably on our applications to reopen British Consulates in China. Colonial Office agree.

With end of Far East war, Foreign Office and Colonial Office agree desirability of approving request by Americans to reopen Consulate at earliest opportunity.

Chinese will probably make similar application and it would be impracticable to differentiate between them and Americans. Delay might reflect unfavourably on application to reopen British Consulates in China to which Foreig Office attach greatest importance.
