ONE Subject is reopening of American and establishment of Chinese

Consulate-Generals in Hong Kong.
With end of Far East war, Foreign Office and Colonial Office agree desirability of reopening American Consulate as soon as possible. THREE Foreign Office represent that it is in our interest also to
establish Chinese Consulate at same time, as delay my reflect unfavourably on our applications to reopen British Consulates in
China.
