We have been considering question of our representation with American forces at Chinese ports.

2.

With the exception of Shanghai our interests can be adequately represented by naval forces only. C.-in-C. B.P.F. is aware of our requirements and is already acting in agreement with Admiral Nimitz.

3.

For Shanghai it might be possible to make available a small land force if the situation appears to demand it and the Americans are sending forces. In order to prepare plans we should be glad of early information from U.S. Chiefs of Staff regarding any plans they may have for the despatch of land forces to Shanghai if the situation appears to require it.
