From date of arrival of your forces in Hong Kong you will be responsible for operational and administrative command of Hong Kong under British Chiefs of Staff. You will also be responsible for effecting necessary co-ordination direct with General Hac rthur, and with Generalissimo through General Carton de Wiart.
le propose to assume direct control of Hang Kong as soon as situation permits.

Then giving U.S. Chiefs of Staff information contained in COSSEL. you should explain that we are placing Hong Kong under Admiral Mountbatten since he will be providing garrison and will be initially responsible for maintenance and provision of resources. You should also explain that we shall regard Admiral Hountbatten as a British officer under British Chiefs of Staff alone in respect of his command of Hong Kong.
