I attach draft notes for a passage on China in the Secretary of State's speech and a draft passage about the treatment of Japan.

As regards Hong Kong, I think it preferable not to volunteer any statement except in reply to questions on this subject. Against that eventuality, I attach the draft of a passage about Hong Kong for which, if approved here, I think we should get Colonial Office concurrence.
