With reference to the American reply

(contained in JSM 1) to our proposal for taking the surrender of Japanese. forces at Hong Kong, I attach a copy of the signal which the Chiefs of Staff are sending.

The Chiefs of Staff propose to order the move of this naval force as soon as the Japanese surrender is accepted.

They think that there should be no question of consultation with the Chinese about the reoccupation of a British possession, but that the Chinese Government should merely be informed of what we are doing a few hours before our forces are due at Hong Kong.
