On the 31st March Mr. Ashley Clarke (please see his minute on F 2285) handed a memorandum to the Counsellor of the Dutch Legation
describing the policy which we propose to follow as regards the activities of Mr. Godfrey Phillips, Secretary-General of the Shanghai Municipal Council.
Mr. Teixeira telephoned to me today to say that the Dutch Government entirely approve the attitude described in our memorandum.
We await a reply from the United States Government to the approach which we have made to them on the subject before communicating with the Swiss Government.
