21. (1) A transit passenger alien may continue his Transit voyage either in the ship in which he shall have arrived in the Colony or in another ship or by rail, or by road, or by air, or by any combination of ship, rail, road or air, and such continuation of voyage may be either direct or vid another port or place in the Colony or in a Malay State under His Majesty's protection.

(2) The Immigration Officer may at his discretion permit a transit passenger alien to land in the Colony either-

(a) in all respects as if such transit passenger alien

were not an alien, or

(b) after taking such security as he may deem fit that such transit passenger alien shall leave the Colony within fourteen days for a port or place not being a port or place in the Colony or in a Malay State under His Majesty's protection.

(3) If any transit passenger alien who has been permitted to land under subsection (2) shall fail to leave the Colony within fourteen days for a port or place not being a port or place in the Colony or in a Malay State under His Majesty's protection such security as has been given shall be estreated and such. transit passenger alien shall be deemed to have con- travened the provisions of this Ordinance.

(4) If any transit passenger alien who has been required to find security under subsection (2) is unable to find security to the satisfaction of the Immigration Officer or is a person to whom the Immigration Officer might lawfully have refused a landing permit under section 19 (1), such transit passenger alien may either- (a) be refused permission to land in the Colony and be detained on board the ship in which he shall have arrived, or

(b) be removed to a depôt established under section 16 and there detained until an opportunity occurs of returning him to his port of em- barkation or to the country of his birth or citizenship.

(5) All costs and charges incurred in the detention, removal or repatriation of any transit passenger alien
