Second paragraph.

This of course re-states practice of universal

(1) application.

(2) I have no objection to imposition of auch demands on British subjects entering China or, even preferably, waiving of visa requirements on Chinese passports as suggested in your 3rd paragraph.

(3) Maximum would be imposed only in cases of exceptional suspicion; normal demand will be only 25 to 100 dollars according to class of travel.

(4) That the fee is readily paid is proved by the great flood of applicants; rates are subject to revision; chief object of the fee is to make the organization self-supporting.

(5) Entrants may come at own risk and give cash guarantee on arrival; no hardship is seen in the cases mentioned.
