Restrictions on Chinese immigration into Hong Kong.

During the course of a conversation with Sir H. Seymour, the Chinese Ambassador asked whether action could be suspended until the return of Sir G. Northcote to Hong Kong. Sir H. Seymour stressed the necessity of taking precautions against overcrowding but undertook to enquire of the Colonial Office whether action could be delayed until the return of the Governor to his post.
