the scheme is well and sympathetically administered, the Chinese Government will understand that it is a necessary measure of defence in time of war. This seems to be the paramount consideration and must be held to over-ride the difficulties in Sir S. Northcote's letter of the 29th September. The Foreign Office have therefore agreed to the publication of the Bill for information at Hong Kong. The Hong Kong authorities have been informed that, before the measure becomes law, the Secretary of State for the Colonies wishes to consider the matter further.
