Your telegram No. 646 and the last sentence of paragraph 5 of your telegram No. 642,

I have considered the complaint on the subject of the resentment felt by husbands whose families must remain evacuated and I am of the opinion that some satisfaction would be felt if I were authorized to state that the question of return of all evacuees would be reconsidered in the light of political situation in three months time and thereafter at quarterly intervals. In the event of the political situation having deteriorated at the end of three months period I would of course make no announcement to this effect beyond an intimation that the existing restrictions could not be relaxed.
