Your secret telegram No.718. Evacuation. I see no prospect at present of such improvement in the political and strategic situation in the Far East as would justify the return of the families already evacuated, and announcement at three month intervals on lines suggested in your telegram under reference might prima facie give rise to false hopes of such a return at an early date while preventing evacuees themselves from settling down elsewhere. If, however, you are satisfied that this riak can be avoided and useful purpose served by the announcement I would have no objection to you making an announcement on the lines proposed, but it will need to be carefully worded, and responsibility for periodical review should be attributed to His Majesty's Government.
