My telegram No. 610. Since in the event of an attack Hong Kong will have to be prepared for a prolonged siege, you will appreciate the urgency of building up forthwith stocks of all necessary stores since it will be unlikely that replenishments will be possible after the alege has begun. The whole field of likely requirements should be re-examined in this light as matter of urgency`.
In this connection any steps such as those referred to in your telegram No. 656
required for completing food reserves should be carried out at earliest possible moment.

essential supplies of any kind please inform me by telegraph.
