The High Commissioner has replied that the Command- ing General takes the view that even if military officers landed in plain clothes this would still be an infringement of neutrality regulations and that he concurs in this view. No objection is seen to officers arriving in transit conducting business from the ship and proceeding with evacuees.
The State Department feel bound to accept the above view. They enquire whether the duties could be fulfilled by civilian clerks in Hongkong experienced in military administrative work; they should get visas without difficulty.
