American authorities anila refuse permission for combatant

officer to land. If onward journey to Australia of evacuated married families

to be carried out without discomfort and muddle and things made as easy as

possible for Australian authorities consider essential to send two or three

combatant officers to Manila. Hope you will obtain authority from Washington.

Feel local American attitude unreasonable and overstressing their neutrality and no possible objection to a few administrative officers in plain clothes.

Married families at Shanghai total about 54. Unless you order to contrary

propose to move these to Hong Kong for despatch to Australia as consider desirable that all military married families should be concentrated and difficulties

avoided in future in event of husbands being moved.
