I attach considerable importance to this belated acknowledgment by Japanese of their common interest in Fapi. Useless concern is no doubt largely prompted by the difficult ies caused to yen block by the Fapi currency system. I also suspect the Japanese may not yet be prepared to face up to the realities of the present currency situation in China or to their own responsibility for much of the present difficulties. Although the proposed conversations would clearly raise all manner of difficulty and delicate questions I personally feel in principle they are to be welcomed. I agree with Sir R. Craigie's views about the prior necessity for consult- ing the Chinese Government.
