I hardly think Vice Minister for Foreign Affairs would have spoken as he did [gp undec] he had reason to believe that idea would be favourably received by Ministry of Finance and Bank of Japan. But it would be mistaken at this stage to make any direct enquiry in those quarters and I should prefer not to put question to the Vice Minister for Foreign Affairs unless I know that in principle you would be in favour of further exploration of his suggestion. In view of powerful influences which may be expected to be brought to bear against it plan will need careful handling here if it is to have chance to mature.
