Addressed to Embassy, Shanghai, No. 236 of July 20th.
Morning 20th July two parties of Chinese in uniform but
unarmed marched into Diplomatic Quarter though informed at
the gate that under article 4 of Annex 1 of the Quarter
Regulations Chinese soldiers are not permitted to enter without
permission of the Commission.
2. It appears from subsequent enquiries that they were
local police cadets who had come to visit the Japanese consular
police headquarters attached to Japanese Embassy as part of
their training.
