SECRET.

Secretary and Chief of Police of the Diplomatic quarters who is British subject has received secret warning from a White

Russian whose bona fides he has no reason to doubt that the

White Russian organization formed here by Japanese is planning

to raid the Soviet Embassy premises inside the Quarters.

2. Despite the occupation of the vacant Soviet consular

premises in Tientsin City Municipal Area by White Russians on

June 10th and threats against Quarters mentioned in my telegram

No.129 to His Majesty's Ambassador, Shanghai it is difficult

to believe that the Japanese would at this juncture countenance

such a flagrant infringement of the Diplomatic status of the Soviet Embassy and Diplomatic Quarters but Chief of Police and

I thought it as well to communicate this information to the

United States Embassy here as senior Diplomatic Mission in case

the question (2 grps. undec.] such an eventuality might have to

be considered by the diplomatic body and guards supplied.

3. The present circumstances differ somewhat from those on

the occasion when precautionary measures were taken as reported in Peking telegram to Foreign Office No.432 of 1937 and [gp. undec] from those raids on the Soviet Embassy premises by Chinese authorities reported in paragraph 250 etc. in China Annual Report 1927.
