Cypher telegram to Sir A. Clark-Kerr (Shanghai).

Your telegram No. 506 [of the 3rd June:
behaviour of the Crown Advocate].
unsatisfactory
I concur in your recommendation that Crown Advocate's
appointment be terminated.
2. You should therefore inform him in writing that His
Majesty's Government have decided to terminate his appointment
three months from the date of your communication, as provided for
in paragraph 2 of the letter of his appointment of the 7th June, 1934 (copy of which was sent to Shanghai Court as despatch No. 12,
of 7th July).
3. This procedure seems to me to avoid the trouble and
possibly scandal at Shanghai which might ensue if he were dismissed at once on disciplinary grounds or with three months' salary in
lieu of notice.
4. You should at the same time inform him that his appointment
as King's Proctor (to which he was appointed by separate letter on 22nd September 1934) will terminate simultaneously.
5. Please submit your official recommendation as to his
successor in both capacities.
