I received recently from the Department of Intelligence

and Public Relations, Board of Education, a copy of a letter, F.3262/3262/10, dated 18th April, 1939, from the Foreign Office, enquiring as to the situation of Chinese students in this country in the event of war and expressing the hope that suitable measures would be taken to include Chinese students in any evacuation plan

for the University of London.

On receipt of this letter I made enquiries from the Universities of Oxford, Cambridge and Edinburgh, where there are a considerable number of Chinese students, whether they proposed

to continue to retain these students at their Universities.

The replies have been that, so far as possible, arrangements will

be made to continue their instruction.

The plans for the evacuation of students from the Uni- versity of London were, however, made on the understanding that no foreign students of any kind should be included in the estimate of numbers to be evacuated. This decision was reached by the. Committee of Vice-Chancellors and Principals after consultation with the Lord Privy Seal, but in view of the hope expressed by Lord Halifax, I thought it desirable to consult the University of London regarding the number of Chinese students actually in attendance at Colleges or Schools of that University.
