Telegram from the Governor of Hong Kong to the

Secretary of State for the Colonies.

Your telegram No. 155. Please see reply

of the Attorney General in the Legislative Council

on the 29th June report on which was forwarded by

air mail of the 13th July. If the need for preserving

the rights of Cable and Wireless were sole motive I

would at once agree that magistrate's warrant should

first be sought but at the present juncture at any

rate it is altogether necessary that the detecting

authorities should be in position to act with secrecy

and immediacy in the interests of this Colony's

(1) safety (2) neutrality. When conditions in the

Pacific are again peaceable I will gladly consider

amending the Ordinance accordingly.
