Following remarks concerning role of garrison

Tientsin. 1. For small disturbances garrison can

stiffen police by sending say 1 platoon to point affected.

To do this mobility is essential and mechanical transport for at

least 1 platoon necessary.

2. In event of serious trouble with Chinese

instigated by Japanese, company less 1 platoon cannot do more

than attempt to protect lives of such British nationals

as seek refuge in barracks.

3. 0.C. company cannot be expected, in addition

to his duties as 0.C.Troops, to maintain present status of

British garrison with British and foreign officials, British

community and maintenances of foreign garrisons. It seems

desirable that our garrison should remain equal in status to

other garrisons. Further, as (?normally) many problems arise in

connection with Muncipal Council Volunteers and police, with

whom under present regime there are definite commitments.
