So long as conscription is confined to what the Governor calls European British subjects I can see no objection in respect of our relations with China and Japan. If "European" includes citizens of the Dominions the Colony will be faced with the same

difficulty as exists in England. There is also the

question of dual nationality; but doubtless these

points are covered in the bill, which we have not

seen.

With regard to the penultimate paragraph I think we should, in our reply, include a request that we be further consulted before any attempt is made to apply the measure to British subjects of Chinese

race. That will raise difficult questions and will

require careful consideration.
