Enclose copies of telegrams No. 138 from Hong Kong and No. 93 to Hong Kong regarding proposed introduction of compulsory military service in Hong Kong. Request Foreign Office views on the proposals that an immediate local announcement be made and that measures providing for compulsory military service should be implemented as soon as possible.
