My 1630 March 20th and my 1055 April 19th

Sailing ship CHAKSANG has returned to

to you only.

Shanghai an further investigation shows that bomb

fell as indicated in my 1630 March 20th.

I have accordingly informed the Japanese

Naval authorities as follows:-

(1) that after careful investigation it is

clear that bomb fell as originally reported,

i.e. 500 feet off the port beam vessel and that

vessel was severely shaken by the explosion which

would not have occurred if the explosion had taken

place at a greater distance.

(ii) the incident therefore pointed to gross

carelessness on the part of the Japanese pilot

concerned.

(iii) requested them that directions be immediately

given to pilots and responsible authorities that much

greater care is to be taken in future with a view to

the avoidance of a similar incident which undoubtedly

endangered the British vessel.
