Suggested conditions to be attached to permission for Japanese officer to reside in Hong Kong.
Communicates copy of telegram from G.0.0. Hong Kong No.6168 of 12th December referring to Military Attaché's telegram No.191(F12647/2655/10). Considers that suitable "quid pro quo" for British language officers in Japan would be Japanese language officers in Great Britain. Points out that a Japanese intelligence officer in a defended port in time of war goes considerably further. It should be noted that long standing arrangement was for language officer and not practically undisguised intelligence officer. Suzuki is being informed that he may remain for three weeks. This does not commit Governor and has been done to draw attention to offhand methods employed by Japanese
