With reference to Dairen despatch No. 93 of

9th November 1937 transmitting a translation of Kwantung

Bureau Ordinance No. 95 of the 8th October 1937 on the

subject of foreign exchange control, I have the honour

to transmit herewith a translation of Kwantung Bureau

Ordinance No. 74 of 24th July 1939 which further amends

the above-mentioned Ordinance.

2. The amendments, which come into force

on August 1st, are designed to curb transactions in

cheap yen in Shanghai and other places, and are similar

to the regulations already enforced for this purpose

in Japan proper.

7. I am requesting His Majesty's Consul-

General at Shanghai to take any steps he may think fit

to bring the new restrictions to the notice of British

subjects and travel agencies.
