The Chinese Ambassador drew attention to threat to British and French colonial possessions and interests in Far East if Japanese aggressive policy continued at the same time as a war in Europe, and put forward Chinese Government's proposals for joint action by Powers interested. Soviet Union and United States of America would be invited to participate at opportune moment.

Secretary of State said he would study the suggestions.
