The Chinese Ambassador informed me to-day

that he had received a telegram from the Chinese

Government containing instructions to approach

the Foreign Office and to deliver a message on

the following lines.

The Chinese Government had been considering

what their position would be in the event of a

general conflagration in Europe. No doubt

H.M. Government had been considering what would

be the effect of a European war on their position

in the Far East. In case of war, the Chinese

Government wished to state that they would like

to keep in close contact with H.M. Government and

would be prepared to collaborate to the fullest

possible extent with them, with a view to the

protection of their mutual interests.

The

Chinese Government would be glad to be informed

of the views of H. M. Government as to how this

objective could be best attained as soon as H.M.

Government are in a position to formulate them.
