Japanese consular representation in Manchuria.

Transmits copy of despatch No. 40 of 2nd June from His Majesty's Consul-General, Harbin, (Copy Tokyo No. 29, Mukden) stating that Japanese Foreign Office has, with effect from 10th May, raised Japanese consular office at Mutanchiang, which was hitherto a branch of the Consulate-General at Harbin, to the status of a full consulate. It has also been decided to establish a consulate at Mishan, and a branch consulate at Hulin, Tungning and Tungchiang.
