With reference to Mr. Graves despatch to

Your Excellency No. 7 of 20th January and to Mukden despatch No. 11 of 16th January, I have the honour to report that among ten Japanese consular posts in Manchuria, the closure of which was effected on February 28th and wes gazetted on the 15th March, the following

three posts in this consular district were included:-

Tsitsihar Consulate-General,

Paichengt su office of the Tsitsihar Consulate-General,

Halun arshan sub-office of the Hailer Consulate.
