Kiangsu, Chekiang and Anhwei and municipalities (in the se

areas) shall apply to the Ministry of Industry of the

Reformed Government for permits before operations may be

commenced.

Cocoon rearing enterprises applying for permits

(which were to have been made by the 30th November, 1938)

shall supply particulars relating to the name of the

firm, the manager, the nature of the organisation of the

firm, the amount of capital, and particulars relating

to cocoon nurseries maintained.

Silk reeling factories applying for permits

shall supply particulars relating to name of firm, manager,

nature of organisation, capital, location of factories,

nature of silk reeled, number of boilers and doublers (?),

number of working days in a year, size of staff, and

plans of development and equipment.

Cocoon dealers applying for permits shall supply

particulars relating to name of firm, manager, nature of

organisation, capital, location of office, nature of

cocoon heating apparatus, projected quantity of fresh

cocoons to be purchased, and proposed date of commencement

of activities.

Those operating without permits are liable to a fine not

exceeding $1,000. Applications are to be sent to the Ministry

of Industry through the local Provinciel Department of Re-

construction, or in such cases as Shanghai and Nanking, through

the Municipality.

3.

Provisional Schedule of Fees for Permits.

In the case of cocoon rearers, the fee levied shall be on

the basis of production of silkworm's eggs, at the rate of two

cents per "chang" ( ) (?)

In the case of silk reeling factories, the fee levied shall
