With reference to your letter No.C. 54/28 of the 17th April, I am directed by Viscount Halifax to enclose a copy of a despatch from His Majesty's Consul-General at Shanghai on the subject of the sale in Shanghai of an unauthorised edition of the International Code of Signals. A copy of this despatch has already been communicated to
the Board of Trade.
2. I am to add that Sir Herbert Phillips has been
requested to forward a copy of the pirated edition.
3. A copy of this letter has been sent to the Board
of Trade.
