Dear Sir,
You will be aware of the continued piracy of copyright English books which are on sale in various shops in this city. We now wish to bring to your notice the reprinting in this way of "The International Signal Code" the copyright in which is reserved to the Crown. This work is issued in two volumes at 15/- each by His Majesty's Stationery Office, while the local reprint is complete in one volume at Shanghai $12.00. So far as we are aware, this is the first occasion of pirating applied to a work which is the property of a foreign government.
