The Japanese medical officer carried should certify
and the captain guarantee that there are no cases of
infectious disease. In cases when no Japanese medical
officer is carried there be no objection to examination
of all passengers by Hong Kong medical authorities but
in that case Japanese certificates of vaccination should
be inspected.
(Compate also 4 below).
Guaranteed by captain that (I group) on board is through
cargo and that munitions or dangerous goods are carried.
Guaranteed by captain that all passengers carried are
connected with Army or Navy and that no passengers will
land.
If any passengers desire to land captain will hand
in a list of such passengers who (I group) moreover be
subject to Hong Kong medical examination. (Compare I
above). Guaranteed by captain that no stores would be
allowed to leave the vessel.

My Japanese colleague explained that according to
Japanese naval regulations it was not possible to accept
treatment of Japanese Government chartered vessels on same footing
as merchant vessels. (I group) compromise was what they could
accept and they hoped that it could be accepted by Government of
Hong Kong. Utherwise they would prefer to make no more requests
for visits of Japanese Government chartered vessels to Hong Kong
The desired modifications seem to be reasonable
and will I hope be agreed to. If not the (I group) concession
will be nullified. I shall be grateful for earliest possible

reply as I have already applied for sailing of Kirhan at the
end of this weok when I um informed confidentially the military operations should be terminated.
I am confident that I shall not
obtain agreement until question of future visit of Japanese Government chartered vessels to Hong Kong is settled.
