Treatment of Japanese Government chartered vessels in Hong Kong,

Transmits copy of secret despatch of 13th February from Governor of Hong Kong enclosing copies of telegraphic correspondence with Consul-General at Canton.

As there appears to be no justification for according to the Japanese facilities not enjoyed by ships of any other nation in Hong Kong, proposes to approve attitude of Hong Kong authorities towards demands of Japanese Government for special treatment in respect of their chartered vessels in Hong Kong.
