Establishment in Shanghai of branch of Asiatic Development Board.

Transmits copy Consulate-General despatch to Embassy No.147 of 1st April (copy Tokyo No.51, Commander-in-Chief).A branch office of the Board has been established in Shanghai and commenced to function on March 14th under control of Vice Admiral Tsuda. Several members of the staff belonged previously to the special service Sections of the Army and Navy whose work the new office will take over. There will be a bureau under M Ando to deal with monetary situation and taxation.
