A branch office of the Asiatic Development Board of the Tokyo
Government has now been established in Shanghai.
result of this the offices of the special service department of
the Japanese fleet have been renamed the Japanese Naval
Bureau and are under Vice Admiral N.Nomura. It is understood
that Naval Bureau will deal with matters relating to Foreign
Affairs, information and propaganda, rehabilitation of Shanghai as affecting Japanese (? obligations), matters
connected with reformed Government which are also connected
with Japanese Navy, foreign area in Shanghai outside that of
guarding duties, and control of navigation on waterways
around Shanghai.
