Ambassador Extraordinary and Tlenipotentiary of the

Empire of Manchu in Tokyo.

Tokyo, October 19th. 1938.

Monsieur l'Ambassadeur,

By virtue of an arrangement concluded between us by

the exchange of notes elected between we under today's dati,our respective Governments have agreed upon the making normal of the legal status of our respective Consulates on condition of re- ciprocity. Fending the conclusion of an appropriate and formal agreement between our two countries concerning questions rela-

tive to the functions and competence of Consule as well as to the property, rights and interests of the nationals of each country in the territories of the other and to economic rela-

tions between the two countries, there shall exist the following

understanding between our two Governments:

1.

Poland as well as anchoukuo shall each accord, on con-

dition of reciprocity, the most favoured-nation treatment which

is accorded to the Consular Officers of any third country, to the

Consular Officers of the other in its own territories in respect

of their privileges, powers and competence.

2. Poland as well as Manchoukuo shall each accord, as a rule,

in compliance with the lawe and regulations of the country and on condition of reciprocity, the most-favoured-nation treatment

which is accorded to the nationale of any third country, to the

nationals of the other in respect of the undermentioned items:

a. Travel, residence and occupation;

b. Fersonal and family statue;

c. Property, rights and concessiona;

d. Organizations, institutions, activitier and publications

concerning matters national, confessional, professional,

economic, cultural and physical.
