Monsieur l'Ambassadeur,
With reference to the notes exchanged between us under to-day's date for the purpose of rendering normal the legal status of the Consulate of Toland in Harbin on condition of reciprocity, I have the honour to state that I should be grateful if Your Excellency would be good enough to inform your Cover ment that my Government has appointed Mr. Jerzy Litewski as Consul of Poland in Harbin in succession to the last holder of that office,
Mr. Aleksander Kwiatkowski. Er. Litewski who assumed his new duties under date of April let 1938 will proceed to Hsinking to present his Letters Fatent and obtain the Imperial Exequatur of
Manchoukuo.
