authorities and the Japanese Consul there
Major-General Tanaka (see F 2261/1696/10).
The fuller report there mentioned is contained
in the Governor's despatch of the 8th March,
the original of which together with a letter
from the Governor to Mr. Cowell has been lent
us by the Colonial Office.
According to paragraph 5 of enclosure 1.
in the Governor's despatch, any balance re-
maining from the $20,000 when all claims have
been met will be returned to the Japanese
authorities. It is, however, unlikely that
any balance will be left. The Governor's
accepting so small a
reasons for agreeing to this sum, which he
considers to be more or less the exact amount
of the damage done, are given in his letter to
Mr. Cowell.
