Tientsin have no modification to propose for draft King's Regulations enclosed in Crown Advocate's despatch [Chancery letter to Far Eastern Department of April 3rd]. Proposed procedure would give Council legal sanction for

emergency procedure while leaving iniative with them. I

consider this desirable. I hope approval for issue of King's Regulations may be given as soon as possible.
