In briefing the Secretary of State, as we shall no doubt have to do, for battle on the question of the two (or at least 1) R.A. regiments I think we should bring out clearly the increasing unlikelihood of a successful evacuation of and children in the event of a Chinese attack which the reductions in the garrison have brought about. It would have been a chancy business even before the reductions. Given them, it would be almost a miracle. Therefore, the more we can mitigate the reductions, the better the slim chances would be.
