by September and I am very sorry for the inconvenience to which
your people have been put over this.
However, the Governor's
immediate difficulties are with the
"double 10th" and we have sent

him a telegram telling him about the move of the 1 Loyals for
the battalion exercise in Hong Kong between the 15th September and
25th October. He has welcomed this news and we hope that the arrangement
will tide him over his most difficult period.
If Ministers can
settle the money dispute fairly soon, I hope it should still be
possible for your people to help us by trying to get one of the
artillery regiments out to Hong Kong by the end of October.
